IIJA Progress Report (FY24-25) & Proposed Workplan and Budget (FY25-26) May 2025 Revision

Purpose

The Albemarle-Pamlico National Estuary Partnership (APNEP) anticipates receiving a total of $4,549,000 to support activities geared towards Comprehensive Conservation and Management Plan (CCMP) implementation and its mission pursuant to the 2021 Infrastructure Investment and Jobs Act (P.L. 117-58) (IIJA).

This revised document (May 2025) provides an initial Mid-Year Progress Update (FY2024-25) and Proposed Workplan and Budget for the IIJA grant funds from the U.S. Environmental Protection Agency (EPA) to support implementation of the Partnership’s CCMP. This Workplan builds upon the EPA approved previous IIJA Workplans and Long-Term Strategy. 

This Workplan incorporates and supersedes all previous versions of the budget proposed in previously approved plans outlined below:

• The initial two-year IIJA Workplan and associated budget were approved by the Leadership Council in October 2022. In February 2023, APNEP received $1,819,600 from EPA under the IIJA to support a 2022-2024 Workplan.
• The Long-Term Strategy approved by EPA October 16, 2023, included the general Workplan narrative and an updated budget.
• Funding proposed in previous versions of the budget was realigned as described below after directions from the Leadership Council’s February 22, 2024, meeting.
• The 3rd iteration of the Workplan and Budget built upon the initial two-year IIJA Workplan, the Long-Term Strategy and was approved by EPA Headquarters on November 29, 2023. The document was utilized to amend the existing cooperative agreement and request FY23-24 funds. It was approved by the Leadership Council April 23, 2024, submitted to EPA May 2024, and YR3 funds were received September 2024.
• A 4th iteration of the Workplan and Budget was approved by the Leadership Council on December 16, 2024. The grant increase application and builds upon the initial two-year IIJA Work Plan, the Long-Term Strategy. This document also contains an initial mid-year progress report for the period October 1, 2024 to December 31, 2025.
• This revision to the 4th iteration of the Workplan and Budget was developed to address a Programmatic Condition that was added to Cooperative Agreement 4T-02D41823-2 as a Conditional Workplan Approval from the EPA on May 14, 2025. A revised workplan was crafted to be consistent with the Executive Order 14151 and other relevant Executive Actions. It was approved by EPA on May 21, 2025.

This Workplan and Budget serves as the overall narrative for the associated cooperative agreement(s) during the entire funding cycle for IIJA funds.
