For the timeframe of October 1, 2022, to September 30, 2027, Albemarle-Pamlico National Estuary Partnership (APNEP) anticipates receiving a total of $4,549,000 under Cooperative Agreement 4T - 02D41823 to support activities geared towards Comprehensive Conservation and Management Plan (CCMP) implementation and its mission pursuant to the 2021 Infrastructure Investment and Jobs Act (P.L. 117-58) / Bipartisan Infrastructure Law (BIL).

This document provides an FY22-27 Work Plan and Budget for the BIL grant funds from the U.S. Environmental Protection Agency (EPA) to support CCMP implementation This work plan builds upon the EPA approved initial two-year (FY 2022-2024) BIL Work Plan and Long-Term Strategy and is supported by the EPA approved Equity Strategy.

This work plan incorporates and supersedes all previous versions of the budget proposed in previously approved plans, outlined below and available on the BIL page of the APNEP website:

  • The initial two-year (FY 2022-2024) BIL Work Plan and associated budget were approved by the Leadership Council in October 2022 and supported the initial application BIL funds. In February 2023, APNEP received $1,819,600 from EPA to support a 2022-2024 Work Plan for the timeframe of October 1, 2022, through September 30, 2027, under Cooperative Agreement 4T – 02D4182-0.
  • The Partnership submitted the APNEP BIL Long-Term Strategy to serve as the initial overall strategic narrative work plan for the associated cooperative agreement for the entire BIL funding cycle and included an initial budget. It was approved by the Leadership Council May 2023 and approved by EPA October 2023.
  • This document contains the 3rd iteration of the Work Plan and Budget and builds upon the Long-Term Strategy. It is supported by the APNEP BIL Equity Strategy approved by EPA Headquarters on November 29, 2023.
  • During implementation of this plan, funding may be allocated from non-primary focus areas undesignated funds due to support the cross-cutting nature of needs as described in the strategy.

This FY22-27 Work Plan contains project information and proposed budget where more detail is available. APNEP anticipates requesting the remainder of grant funds ($2,729,400) through this document and will submit an annual updated work plan in June each year per guidance detailed by a July 26, 2022, NEP BIL Funding Implementation Memorandum from EPA Assistant Administrator, Radhika Fox.
