Bill Crowell
Dr. William L. Crowell Jr. (Bill) has been Director of the Albemarle-Pamlico National Estuary Partnership since 2002. Bill also served as Deputy Director of the NC Clean Water Management Trust Fund from 2014 to 2015. As APNEP’s Director, Bill brings together the diverse stakeholders of the Albemarle-Pamlico region to collaborate in protecting and restoring the estuarine system. He manages the Partnership’s operations, including its budget, contracts and grants, CCMP implementation, and personnel.
Prior to joining APNEP, Bill served as the senior policy analyst for the NC Division of Coastal Management. Bill has also worked at the Nature Conservancy and the New Hampshire Natural Heritage Inventory Program, conducting research on wetlands and endangered species. He received a B.S. in Zoology and in Biological Sciences (1988) from NC State University, and an M.S. in Resource Management and Administration from Antioch University (1996). Bill earned his Ph.D. from Prescott College (2011), with research on North Carolina environmental educators' concepts of sustainability. Bill is a certified planner (American Institute of Certified Planners), a North Carolina certified environmental educator, and a fellow of the N.C. Natural Resources Leadership Institute.
